How to obtain Thrayir, Eyes of the Siren

Siren Isle → Forgotten Vault, storm phase

Unlock Siren Isle, complete the weekly Serpent’s Wrath quest, and speak to Suzie Boltwrench to enter the storm phase.
Loot Whirling Runekey from Ksvir the Forgotten in the Forgotten Vault; fish up Cyclonic Runekey off the southern coast near Zek’ul.
Collect 5 Thunderous Fragments from chests and 7 Torrential Fragments from enemies; turn them into the two corresponding keys.
Collect 3 different Turbulent Fragments from ghosts: old inn garden 38.2, 51.8; Rotting Hole 67.1, 78.4; Spirit-Scarred Cave 52.4, 38.6.
With all five keys, enter the Forgotten Vault through the Singing Tablet, find Thrayir in the southeastern room, and activate the five runestones.
